WE NEED TO FOLLOW-UP ON THE PLEDGE PROJECT BY HELPING TO CHANGE MANY OF THE 109 SMALL MARKET AND Liquor stores that signed the 2002 pledge (See ATTACHED link to full  PLEDGE CONTENT and list of signers/pledges.) The pledge basically was the liquor stores would not sell drug paraphernalia; close two hours early; not sell fortified wines; and attend the NCPC meetings.  The OPD did not have enough resources to help make this program a success.  We had 109 stores that signed at a ceremony in the state building.  The ONLY newspaper person that attended was Paul Cobb.  That should have given us and indication of what type of community support was forthcoming.  We received very little and gave very little credit to the SM&LS owners who sacrificed their income to help make the community a better place. The Neighborhood Law Corp. Lawyer, Barbara Killey and I organized the owners who participated in the program.  I will reinstitute the pledge on a much larger scale with the support from the city that is necessary to make it successful.  It is much easier to help convert Small Markets & Liquor Stores to Small Markets and Convenient Stores

The Oakland Campaign Reform Act limits campaign contributions by all persons (OMC 3.12.050 and 3.12.060) and prohibits contributions during specified time periods from contractors doing business with the City of Oakland, the Oakland Redevelopment Agency or the Oakland Unified School District (OMC 3.12.140 paragraphs A, B and C).
